Not sure what it is but WE made a lot of cool electrical apparatus back in the day. Is that an Ebay posting? If so can we see the listing? Check out some of there electrical test meters and such in nice wood boxes.
Somewhere around here I have an early test meter in a wood box with hand lettered scale numbers and such. Very nicely built and lettered. That's how it was done a hundred years ago.

After some research it looks like WE made phones in the 1930's. Is WE related to Bell telephone somehow?

Bell and Western Electric were owned by AT&T.
Watch the first couple minutes of this and you will see how Calculagraphs were used to time long distance calls.
